Policy Officer in the Other EU Policies 1 – International Partnerships & Sustainable Development

The European Union (EU) is a political partnership between 27 European countries. It plays an important role in international affairs through diplomacy and partnerships. The EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which can to some extent be assimilated to embassies.
As a UN observer with enhanced status, the EU coordinates the 27 EU Member States so as to speak with one voice. The EU also works closely with the UN secretariat and its agencies, funds & programs, partnering on a range of global issues and challenges.
We offer
The post of Policy Officer (Local Agent Group I) in the Delegation’s International Partnerships & Sustainable Development Section. The team consists of 10 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Head of Section for International Partnerships & Sustainable Development, providing support, expertise and assistance in the following functions and tasks:
§ Expert on agriculture, food security, nutrition, commodities, conflict diamonds and the Kimberley Process, relations with private sector, youth, culture, sports, sustainable tourism.
§ Focal point on agri and food security UN entities and SDG Fund, UN Global Compact.
§ Focal point for Global Gateway.
§ Coordinating common position with EU member states and negotiating over a dozen United Nations resolutions per year on the aforementioned files.
§ Preparing and participating actively in meetings related to the Section’s area of responsibility and drafting reports on such meetings for EU Headquarters and EU Member States’ Missions in New York.
§ Taking part in the preparation of high level UN conferences, in terms of participation of the EU and negotiation of the outcome document.
§ Preparing detailed briefings for and attending meetings with European Union Ambassador with other Dignitaries, Ambassadors, high-level UN counterparts, and civil society.
§ Establishing and maintaining contacts with representatives of other UN Member States, other observer missions at the UN, the UN Secretariat and other international organisations and as well as non-governmental organisations and other relevant actors in New York.
§ Organizing programmes of EU Commissioners and other high-level EU officials during visits to New York, preparing talking points, attending meetings and drafting mission reports.
§ Focal point for logistics on some of the visits of EU official and some of the high level UN events including the Financing for Development Forum, the High Level Political Forum for Sustainable Development, and the EU-UN High Level Dialogue.
§ Analysis and Advice / Monitoring and Reporting: contributing to / assisting / preparing reports regularly and in a timely manner for HoD or DHoD (including early warnings, specific requests, info flashes and “think pieces”) and briefings.
§ Taking care of social media communication related to the above mentioned files of the International Partnerships and Sustainable Development Team.
Salary level ranges between $8,779.00 and $12,532.00 based on relevant employment experience. There is a competitive benefits package, subject to certain conditions, including a retirement savings plan, medical, and dental insurance are offered to employees and their families, personal leave days and public holidays.
The expected start date will be 1 May 2024.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
· Education and training :
University diploma at Masters level (International Relations, International Affairs, Sustainable Development).
· Knowledge and experience :
At least 2 years relevant experience, including exposure to the EU and the UN from a negotiation standpoint.
· Linguistic skills :
Thorough knowledge of written and spoken English (C2), strong command of another EU working language (B2).
· IT skills :
High proficiency in Microsoft Office, and Internet navigation.
Ease in adapting to new technology. Proficiency in JIVE Software an asset.
· Working Environment:
Strong capacity to adjust priorities at short notice according to UN and EU agendas and readiness to work flexible hours.
Proven record of ability to deliver individually as well as within a team.
It is important to note that applicants must have an existing US work authorization that does not require EU sponsorship.
Assets / selection criteria (basis for awarding points to select the best applicant)
· Knowledge and experience
Expert knowledge of UN processes and procedures (General Assembly) and UN Development System (including ECOSOC/HLPF and relevant agencies, funds and programmes).
Expert knowledge of the following sectors and policies in the EU/UN: agriculture and food systems, commodities, private sector, Global Gateway.
At least 2 years relevant work experience, including exposure to the EU and the UN from a negotiator’s standpoint.

The process
