PAY AND BENEFITS
Annual Pay Range: $65,833.47 – $83,420.32
Hourly Pay Range: $31.650705 – $40.105921
Salary offers will be made within the posted pay range and will be based on a candidate’s experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Community Relations Specialist 1.

JOB DETAILS AND QUALIFICATIONS
Are you passionate about making a positive impact on your community and helping government entities achieve their objectives? If so, Clackamas County’s Public & Government Affairs (PGA) has an exciting opportunity for you to join our team as the Community and Government Relations Specialist.
Reporting to the PGA Director, the selected candidate will collaborate with our Government and Community Relations team to contribute to the advancement of critical county objectives and priorities. Your role will be dynamic and multifaceted, providing an opportunity to make a meaningful difference.
As an integral part of our team, you will contribute to the coordination of the county’s bill-tracking database and review process, as well as assisting in the development of the county’s annual state and federal legislative agendas. This position also conducts in-depth research on proposed policy issues, staying informed about the latest developments.
Additionally, the Community and Government Relations Specialist will
• facilitate the recruitment process for volunteers interested in serving on county advisory boards and commissions,
• provide support for the county’s hamlet and community planning organization (CPO) programs,
• actively engaging with their needs, meetings, and
• maintaining their recognized status.

Required Minimum Qualifications/ Transferrable Skills:*
• At least two (2) years of experience in communications or public relations role(s) with the purpose of increasing stakeholder or customer awareness
• Demonstrated experience establishing and maintaining working relationships with internal and external stakeholders, such as underrepresented communities, people with varying access and familiarity with technology, people with lived experience of marginalization, all levels of staff, staff of other agencies, community leaders, business leaders, and others of the general public
• Experience writing and editing in multiple content genres, such as media releases, talking points, newsletter articles, web, social media, and marketing or collateral materials
• Strong skills and experience working with the public, including navigating challenging conversations among diverse groups and addressing sensitive or complex community issues
• May require working occasional evenings and weekends to attend job-related events or meetings

• Experience planning, facilitating, and executing in-person and virtual workshops, community meetings, classes, or other forums where the purpose is to share information, gain insight into a community’s needs, or develop mutually supportive relationships
• Experience implementing public communication, outreach, and education plans and programs
• Experience conducting outreach on behalf of a government agency or entity
• Experience coordinating and conducting public relations and outreach activities

TYPICAL TASKS
Duties may include but are not limited to the following:
• The community and government relations specialist reports to PGA’s director and serves as a member of the government and community relations team. The specialist assists with developing and maintaining internal and external relationships to advance key county objectives and priorities in community and government relations.
• Participates as part of the government relations team to coordinate the county’s bill tracking database and review process; assists in the development of the county’s annual state and federal legislative agendas; assists in the drafting of talking points, letters, testimony, fact sheets, reports and other written materials; maintains updated contract lists of key legislative, municipal, and other stakeholders; conducts research on proposed policy issues; and monitors and reports out on the board of commissioners’ weekly issues meetings.
• Participates as part of the community relations team to coordinate the recruitment process for volunteers to serve on county advisory boards and commissions, in collaboration with advisory board liaisons, county administration, departments and the board of commissioners; maintains up-to-date information on county advisory boards and commissions in PrimeGov database; and supports the county’s hamlet and community planning organization (CPO) programs, including monitoring and responding to requests, maintaining a list of monthly meetings, ensuring the groups maintain recognized status.
• Participates as part of the full PGA team to organize special legislative events, community events, and other events intended to engage key county stakeholders.
REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of: English composition and language; multimedia and print media production, layout and presentation; desktop publishing software and its applications.
Working knowledge of: Principles and techniques of public relations; functions of County organizations and departments; audience market analysis sufficient to identify user needs and interests; media practices and procedures; principles and practices of photography; principles and procedures of office management and administration; budgeting techniques and procedures; research techniques and procedures; standard office equipment, including computer systems and software programs such as word processing and spreadsheets; principles and practices of social media.
Skill to: Communicate effectively, both orally and in writing; respond to public citizen inquiries and interface with other government agencies; establish and maintain effective working relationships with the public, other County personnel, elected officials and other public and private agencies; participate in division’s development of comprehensive public information programs; analyze and evaluate noncontroversial public relations issues; design, write and edit promotional and informational materials; organize and maintain office/administrative systems and procedures; conduct independent research and prepare cost estimates; define issues and recommend and implement solutions; collect, evaluate and summarize data; translate technical material into common terms; operate computer software and other office equipment.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
